Of the terrestrial (rocky) planets of the inner solar system, neither Mercury nor Venus have any moons at all, Earth has one and Mars has its two small moons. 
Most likely because they are too close to the Sun. Mercury spins slowly compared to Earth, so one day lasts a long time. Sun's gravitational pull would make it difficult for any moon to remain in these planets' orbit. On April 11, 2023, Mercury reaches its greatest elongation or greatest distance from the Sun. It is unlikely that life as we know itcould survive on Mercury due to solar radiation, and extreme temperatures. 
For Mercury even more so because it has a relatively low mass and is so close to the Sun.
